Spray a slow cooker or 13 x 9 baking dish well with cooking spray. If baking, preheat your oven to 350 degrees F.
Spray a skillet with cooking spray. Add ground beef, 2 tablespoons of taco seasoning, onion, red pepper and jalapeño.
Cook until ground beef is cooked through. Add garlic and cook for 30 seconds longer. Remove from heat and drain.
In a large bowl combine potatoes, ⅓ of the cheddar cheese, sour cream, cream of celery soup, and salt. Spread ½ of the mixture on the bottom of your prepared slow cooker or baking dish.
Top with half of the meat and vegetable mixture and ⅓ of the cheddar cheese.
Spread remaining hash brown mixture, meat and last of the cheese. Slow cook on low for 4-6 hours or bake for 30 minutes.
