– 2 pounds red potatoes cut into 2-inch pieces – 6 cloves garlic peeled – 2 bay leaves – 1 teaspoon sea salt divided – ½ teaspoon fresh ground black pepper – 5 tablespoons unsalted butter at room temperature – ¾ cup milk more or less to desired consistency
